Romance Record:
Tamaki is the first to kiss Haruhi on the forehead. (V9C40)
Haruhi blushes after Tamaki kisses her on the forehead for a second time, though he doesn't see it. (C55)

Krys's Thoughts:
Ahh... Haruhi and Tamaki. I think it's safe to say that these two have had more romantic moments than anyone else so far. While Haruhi may only regard Tamaki as an annoying friend, it's obvious that Tamaki likes her. He cares for her deeply and worries about her. But is it love? Unfortunately, his good intentions towards her always seem to blow up in his face. Take, for example, when Haruhi was chosen to give the reward kiss at the Christmas party instead of Tamaki (V1C2). Tamaki didn't want Haruhi's first kiss to be like that, and though he couldn't know that she was just going to kiss the winner on the cheek, he tried to stop it. Instead, he accidentally pushed Haruhi and she ended up kissing the girl on the lips, and he looked like he was a "kiss-a-holic." Tamaki the beloved fool. ^^;; However, he is usually the one saving Haruhi in a variety of dramatic moments. But then, of course, the dramatic tension is then broken for some comedic reason. When he sees Haruhi crying during the Renge incident (V1C3), Tamaki assumes that the D class students hurt her, so he punches and threatens them. When he tends to the tearing Haruhi, it turns out that one of her contacts just slipped. -_-;; He also hasn't made the best impression on Haruhi's father, who caught them in a suggestive position, though Tamaki had only tripped on Haruhi.
Haruhi & Tamaki    As the series has progressed, it has become quite obvious to us, the readers, and the Host Club - minus Haruhi and Tamaki themselves - that Tamaki, in fact, likes Haruhi. Is it love? Quite possibly. But nothing can come of it unless Tamaki realizes his own feelings. Yes, that's right. Despite any and all romantic moments that have happened between the two, Tamaki thinks that he wants to be near her and doesn't like seeing her with other guys simply because he sees himself as another father figure in her life. Tamaki, to put it quite simply, is incredibly dense.
   In V9C40, it's revealed that at the end of the previous chapter, Tamaki wanted to kiss Haruhi. Tamaki actually stays at home, sick, because of his conflicting feelings over that particular subject. After all, no "father" in his right mind should ever want to kiss his "daughter", right? Tamaki struggles with these feelings, calling himself a pervert for thinking such thoughts. In the end, though, he kisses Haruhi on the forehead, comforted by his own father's words that it's okay to want to show affection to one's "children". And so, the game of denial continues.
   However, due to no conscious action on Tamaki's part, Haruhi has, in fact, fallen for him (C57). She's not entirely happy with that realization, however, and is more confused than anything else. After worrying about him when the 2nd years went on their France trip and discovering he was, in fact, still in Japan, Haruhi and Tamaki have a chance to bond at her house. He discovers that she knows about the situation at home with his grandmother (which she learned from Kyoya during the festival arc). He apologizes for what she had to endure while he was "away", and says that if she wants to know anything, he'd be happy to tell her. She asks a few questions about his mother and his life in France, and Haruhi learns more about Tamaki's motivations behind the host club. As he's leaving, she gives him some treats to take home and he thanks her, giving her a kiss on the forehead. He makes a quick exit after that, excusing his behavior, saying it's alright because he's her "father", but in turning away, he misses the enormous blush that spreads across Haruhi's face (C55).
   In the following chapter, Haruhi dismisses her strange feelings as nothing more than a cold, but begins to act strange around Tamaki. She starts to blush when he gets close to her face and even runs away at times as he follows her, genuinely concerned about her well-being. Tamaki is completely oblivious to the real reason behind Haruhi's discomfort and is only focused on somehow making her feel better. However, in C57, Haruhi is ready to admit that the new feelings she's experiencing may not be a cold. She asks Mei for her opinion, but before Mei can answer, she gets a call from Kaoru. Mei promises not to say anything, but gives Haruhi a girls' magazine before leaving. Haruhi looks through the articles and stops on one in particular: "Girls' Heart Diagnosis: Check!" The next day, Haruhi's "cold" has gotten worse. When she encounters Tamaki, the items in the list from the magazine article are checked off one by one, and it leads to an answer that Haruhi isn't ready to accept.
   Haruhi later comes to realize her feelings aren't sudden, they came along gradually. While she's not ready to call it love, she knows it is something precious. She still has a lot to learn and more things to experience before she can confess to him. Haruhi no longer runs at the sight of him, but still occasionally blushes or becomes nervous when he gets in close proximity. However, she is now able to hold a conversation with him again.
   Tamaki's side of things seems to be much more dire. It is revealed he has an unconscious trauma - Tamaki believes that to 'fall in love' is to break apart a family. If someone falls in love, then a person in the family will be sad. This is a reaction to his childhood family situation. As such, it seems that he can never affirm his true feelings for Haruhi. However, Hikaru confronts him and urges him to open his eyes and see the truth. Though the Host Club isn't a real family, theirs is still a bond not so easily broken. And if they're not a family, then what does Tamaki actually feel for Haruhi...?
   Tamaki is still mystified by Hikaru's words, but is very gradually reaching the conclusion readers reached many chapters ago. Is Tamaki finally going to see what's right in front of him?

What about the anime?:
Though the anime leaves the romance open-ended (Haruhi does not end up with anyone definitely), it is rather safe to say that it was leaning more towards the Tamaki/Haruhi pairing. However, like I said, it was open-ended. But, TamaHaru fans can continue to fangirl over the embrace-in-the-air moment. I know I am. *winks*
